It is learned that according to foreign media reports, the Office of the US Trade Representative (Office of the US Trade Representative) announced the 2022 intellectual property blacklist on April 27, listing seven countries including China, Russia, and India on the "key monitoring list" and accusing these countries of lax intellectual property law enforcement, putting American companies at risk of copyright and trademark counterfeiting.

According to the 2022 "301 Report" on Special Protection of Intellectual Property Rights released by the Office of the United States Trade Representative, 20 countries including Thailand, Vietnam, Canada, Mexico, Brazil, Pakistan, and Turkey were included in the "Watch List". China, Russia, India, Indonesia, Argentina, Chile, and Venezuela have been included in the "Priority Monitoring List" for two consecutive years.

The report pointed out that China remains the world's main source of counterfeit and pirated goods, especially e-commerce markets. In addition to naming mainland China and Hong Kong as the largest exporters of counterfeit food and cosmetics, the USTR also mentioned counterfeit drugs from China, as well as counterfeit medical supplies that have increased in response to the COVID-19 pandemic.

In addition, the report also mentioned that Russia continues to lack sufficient manpower, expertise and political will to effectively combat intellectual property infringement and illegal enterprises. It is worth noting that Ukraine, which was on the 2021 "Priority Monitoring List", was suspended from review by the United States this year.

At the same time, Saudi Arabia was removed from the "key monitoring list" due to its improvements in intellectual property protection. Kuwait and other countries are no longer included in the "watch list".

U.S. Trade Representative Kristy Tai said in a statement that intellectual property protection is key to more than 60 million American jobs, "We need strong protection and enforcement abroad to protect these individuals and their livelihoods and ensure they can compete fairly in the global marketplace."
