What is CE certification? CE certification evaluation

CE is a safety certification mark and is regarded as a passport for manufacturers to open and enter the European market.

introduce

CE certification is limited to basic safety requirements that products do not endanger the safety of humans, animals and goods, rather than general quality requirements. Coordination directives only stipulate the main requirements, and general directive requirements are standard tasks.

CE constitutes the "main requirements" at the core of European directives. In the European Community's Resolution on a new approach to technical coordination and standards (85/C136/01) of May 7, 1985, the "main requirements" for the purpose of formulating and implementing directives have a specific meaning. If a product meets the main requirements of the relevant directives, the CE mark can be affixed, without having to determine whether the CE mark can be used according to the general quality provisions of the relevant standards.

Origin of the name

CE is also the abbreviation of the phrase "European Community" in many languages of the European Community. It was originally abbreviated as EC from the English phrase EUROPEAN COMMUNITY. Later, because the European Community is COMMUNATE EUROPEIA in French, COMUNITA EUROPEA in Italian, COMUNIDADE EUROPEIA in Portuguese, COMUNIDADE EUROPEIA in Spanish, etc., EC was changed to CE.

Applicable countries

The 15 member states of the European Union: Belgium, Denmark, France, Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Spain, the United Kingdom, Sweden, Finland, and Austria;

The four member states of the European Economic Area: Iceland, Liechtenstein, Norway and Switzerland;

10 countries in Eastern Europe: Poland, Hungary, Czech Republic, Slovakia, Slovenia, Latvia, Estonia, Lithuania, Cyprus and Malta.

Issuing Agency

1. Declaration of conformity / Declaration of compliance issued by the enterprise itself. This certificate is a self-declaration and should not be issued by a third-party organization (agent or testing and certification organization). Therefore, it can be replaced by the enterprise's Declaration of Conformity in the EU format;

2. Certificate of compliance / Certificate of compliance: This is a declaration of compliance issued by a third-party organization (agent or testing and certification organization). It must be accompanied by technical information such as test reports (TCF). At the same time, the company must also sign a Declaration of Compliance.

3. EC Attestation of conformity: This is a certificate issued by the EU Notified Body (NB for short). According to EU regulations, only NB is qualified to issue the EC Type CE declaration.

The significance of CE marking

Products with CE mark have passed the corresponding conformity assessment procedures and/or the manufacturer's declaration of conformity, and comply with the relevant EU directives, which serve as a pass for the product to enter the EC market for sale. Industrial products that require CE mark to be affixed to the relevant directives shall not be put on the market without CE mark. Products that have been affixed with CE mark and entered the market, if found not to meet safety requirements, shall be ordered to be withdrawn from the market. Products that continue to violate the directives related to CE mark will be restricted or prohibited from entering the EU market or forced to withdraw from the market. CE mark is not a quality mark, it is a mark that represents that the product has complied with the European safety/health/environmental protection/sanitation series of standards and directives. All products sold in the EU must be compulsorily marked with CE mark.

CE Certification Advantages

The laws, regulations and harmonized standards of the EU are not only numerous but also very complex in content. Therefore, obtaining the help of the EU designated agency is a wise move that saves time, effort and reduces risks.

Obtaining the CE certification issued by the EU designated agency can gain the trust of consumers and market supervision agencies to the greatest extent;

Can effectively prevent the occurrence of irresponsible accusations;

In the event of litigation, the CE certification issued by the EU designated agency will become legally binding technical evidence;

Once punished by an EU country, the certification body will share the risk with the enterprise, thus reducing the risk for the enterprise.

CE Certification Risks

Risk of being detained and investigated by customs;

Risk of being investigated and punished by market supervision agencies;

Risk of being accused by peers for competitive purposes.
