It is learned that according to foreign media reports, the Biden administration recently threatened that if any company is found to be circumventing new export restrictions on Russia and making illegal shipments, it will be included in the US trade blacklist.
The U.S. Commerce Department, which oversees export controls, is working with allies and U.S. law enforcement agencies such as the FBI to mobilize a global workforce to block illegal shipments of computers, aircraft parts, marine equipment and other technology to Russia.
According to US officials, the Department of Homeland Security will also crack down on new illegal trade. The aim is to impose sweeping new restrictions on companies shipping goods, technology and software to Russia - restrictions that also apply to Belarus.
Matthew Axelrod, assistant secretary for export enforcement at the U.S. Department of Commerce, said in a statement on Monday that the United States will "fully pursue those who willfully violate the new rules, including other entity lists." He also pointed out that last week, 91 political parties in 10 countries were added to the Commerce Department's entity list for supporting Russia's military, security and defense sectors.
Technology giants such as Microsoft and Intel have reportedly announced they will stop shipping to Russia.
Export controls will only become more widespread over time, not just days or weeks. As part of a highly coordinated response to an invasion, foreign partners will either comply with new U.S. export restrictions or risk being blacklisted.
Even so, a small number of companies still profit by creating entities to disguise and ship goods to restricted companies, and there is no way to completely cut off illegal trade, said Bill Reinsch, a former Commerce Department official. Another official said the department will pay close attention to trade patterns and other anomalies, and strictly check trade licenses and shipping documents to catch companies that illegally ship items to Russia.
