Affected by the epidemic, people have turned to online shopping, so the cross-border e-commerce industry has been fully developed. The arrival of the foreign trade peak season has greatly increased the cargo throughput of ports in various countries, but due to the limited number of port labor and equipment, a large amount of goods have to be piled up in the ports.
 
In order to solve the problem of cargo backlog, the port forced port workers to work overtime, which led to complaints from port workers and they chose to go on strike to protest and express their dissatisfaction. The strike made the cargo backlog problem worse.
 
The goods finally left the dock and entered the warehouse, where Amazon employees from all over the country expressed their dissatisfaction with Amazon by going on strike in protest, and the sellers were also constantly worried about logistics issues.
 
In addition to logistics issues, sellers are also prone to another pitfall. Recently, a seller ignored policy changes and suffered heavy losses due to the seizure of goods.

 


The goods were seized and could not be put into storage.


Some sellers reported that their goods were detained at customs , resulting in the inability to enter the warehouse.
 
So what is the reason why the seller's goods are detained by customs? To understand this, we need to first share with you the CPSC. CPSC is the abbreviation of the U.S. Consumer Product Safety Commission. Its responsibility is to protect the interests of consumers and maintain personal and family safety by reducing the risk of injury and death from consumer products.
 
The seller said that he did not notice that CPSC had officially participated in the ACE customs declaration system and upgraded to become a participating government agency.

Now all goods under the jurisdiction of CPSC will be marked for inspection. Even if the goods have obtained relevant safety certification, they cannot be sold if CPSC does not release them . My goods were detained because they did not pass the inspection.

 

 

Sellers complained that they were facing huge expenses . Because the goods were detained, the container lease expired, so the shipping company charged the sellers for container rent and ship modification fees, and the terminal charged the sellers for storage fees. Moreover, this fee will increase with the length of detention, and may even result in no harvest in the first half of the year .
 
It is understood that a large number of sellers have received email notifications from CPSC that they have officially participated in the ACE customs declaration system:
 
The CPSC began reforms on March 22, 2021. All products under the jurisdiction of the agency will be marked and reviewed. Regardless of whether the goods enter the United States by air, truck, or ocean, they will be marked and reviewed, and sellers will need to provide them with CPC test reports and CPC certifications .

 

 

The CPSC has a wide range of regulatory powers and authority. Manufacturers, importers and retailers must issue CPC reports for their products before they are allowed to enter the market .
 
In addition, sellers need to note that not only children's products require testing certificates, but wireless radio frequency devices sold on Amazon also need to provide certification certificates.

 


FCC certification and EU agency policy


Amazon announced on February 23, 2021 that starting from the second quarter of 2021, wireless radio frequency products sold on Amazon will require FCC authorization and exemption certificates.

 

 

It is learned that the FCC broadly classifies any electronic or electrical product that can emit radio frequency energy as a radio frequency device .
 
According to FCC regulations, almost all electronic or electrical products can emit radio frequency energy. Examples of radio frequency device products regulated by the FCC include, but are not limited to: Wi-Fi devices, Bluetooth devices, radios, broadcast transmitters, signal boosters, and devices with cellular technology .
 
Therefore, for sellers operating in the electronic product category, without the certificate provided by the FCC, it will be difficult to make any progress on Amazon. Such sellers are advised to obtain the FCC certificate as soon as possible to avoid being removed from the shelves due to lack of authorization and exemption.
 
Not only does Amazon's North American site have new requirements for certification, but the European site also has new regulations for CE certification.
 
The new EU regulations require that in order to ensure that the aforementioned CE marking requirements are met, from July 16, 2021, except for medical devices, ropeway installations, civil explosives, hot water boilers and elevators, all products bearing the CE mark need to have a person located in the EU as the product compliance contact , and the contact information of the person in charge must be displayed on the product or its packaging, parcel or accompanying documents.
 

 

Because of the implementation of this regulation, not only sellers who have passed CE certification are required to add a European representative, but also sellers are required to have a European representative agreement before applying for CE certification in the future . Therefore, sellers operating European sites must pay attention to this new requirement. If they are not handled in time, the sale of products will be restricted.
